New Resident’s Frequently asked Questions

Q. Who do I contact to have the utilities turned on in my name?
A. Contact the City of Banning Utilities at (951) 922-3185.  The office is located at 99 Ramsey Street, next door to the police station.  If you are a tenant, you must go into the office to set up your utility services and will need to bring a copy of your rental agreement.  If you are a property owner you will need to provide proof of ownership.

Q. How do I obtain a mailbox key?
A. If the owner of your property does not provide you with a key, you must go to the local Post Office located on the corner of Alessandro and Williams in Banning.  The fee will be $50.00.

Q. How do I obtain a gate opener and property key?
A. If you are a property owner you will contact Desert Resort Management at (760) 346-1161.  If you are a tenant your property owner will provide these items for you.

Q. How do I obtain a gym key?
A. You must call Lori Preuss at (909) 754-2923 to sign a gym membership and pay a $50.00 refundable fee for the key.  The payment must be in the form of a money order or cashier’s check made payable to “Vista Serena HOA”.  You will be required to provide proof of either ownership or residency.

Q. I am a tenant and have an emergency plumbing leak, it is the weekend, and I am unable to locate anyone; who do I call?
A. You may call Vista Serena’s Maintenance Supervisor, Frank Connolly at (951) 836-0077 for emergency shut off information.  And if the owner of your property has not provided you with an emergency contact number; several property owners use Moore Plumbing (951) 375-8144.  Note: Plumbing guidelines most property owners go by; if there is a stoppage that was caused by the resident, the cost of the repair will be the resident’s responsibility.  If the cause is in the main line the property owner must pay for the repair.  In addition, if it is determined that it was not an emergency, and could have waited until Monday; the resident will be responsible for the full cost of the repair. 

Q. Who do I contact for cable?
A. There are many options – go on-line for the best price.  Note:  It is mandatory that cable installation is approved by the “Vista Serena Home Owner’s Architectural Committee”.  An instruction letter is provided for you at move-in.   For installation assistance you may call Vista Serena’s Maintenance Supervisor, Frank Connolly at (951) 836-0077.

Q. Who do I call to add my name to the front gate directory?
A. If you are a property owner you will contact Desert Resort Management at (760) 346-1161.  If you are a tenant your property owner will take care of this for you.  Management will have your name and phone number entered and provide you with a directory code to be used by you and your guests.  Once your code is entered your phone will ring and you will press 9 to open the front gate.  Only one name and number per property is allowed.

Q. Who do I call if I lock myself out of my apartment?
A. For an emergency lock-out situation you should call a local locksmith. Beaumont Safe & Lock at 951-845-1203 is provided for your convenience; however, you can use the locksmith of your choice. It is advised that you keep a locksmiths number handy in the event you do lock yourself out. Note that there will be a service fee that must be paid at time of service.

Q. May I rent a garage?
A. Yes, the cost is $150.00 per month.  Contact Lori Preuss at (909) 754-2923.

Q. Is there extra vehicle storage?
A. Yes, you can rent a section of the southeast, gated, storage lot at $50 per month.  This storage area is for an extra car, boat, RV, trailer, etc.  If you are a property owner you will contact the property management company, Desert Resort Management at (760) 346-1161.  If you are a tenant you will contact your property owner.

Q. What are the pool and spa hours?
A. The pool is open during summer months only – opens on Memorial Day weekend and closes on Labor Day weekend – pool hours are 12-6 but can vary depending on the weather.  For pool access from 8 am to 10 pm the “Ambassador Program” is available at $10 per month.  Call Lori Preuss at (909) 754-2923 for an application.  The spa is open year round, 6 am to 10 pm.

Q. Who do I call if I see Vandalism and other concerns in the common area?
A. Contact Vista Serena Homeowner’s Association Manager – Desert Resort Management at (760) 346-1161.  If appropriate phone the Banning Police.

Q. I am a tenant and want to maximize the return of my security deposit when I move-out; what should I do?
A. It is important you give a written 30-day notice to your property owner, and leave the apartment in the same condition as it was when you moved in.
